# Systemic Dignity Infrastructure: Municipal Pilot Specifications

This document functions as the mechanical bridge between the theoretical architecture of the Systemic Dignity Infrastructure (SDI) and its municipal execution.

To prevent municipalities or capital donors from adopting the vocabulary of the model while violating its sequence, the following administrative, financial, and logistical gating criteria are non-negotiable. A municipality failing to meet these criteria is mechanically disqualified from executing an authorized SDI pilot.

---

## 1. Causal Sequencing Compliance

The municipality legally commits to the sequential hierarchy of the Dignity Stack.

* **Phase Zero Priority:** Biological stabilization (Material Dignity Infrastructure) and relational formation (Relational Dignity Infrastructure) are secured before any mandated labor market exposure (Economic Dignity Infrastructure).
* **Prohibited Actions:** Accelerated timelines that bypass physiological recovery, or conditional housing models that mandate employment prior to metabolic stabilization, will be mechanically rejected.

## 2. Auditable Infrastructure Mandate

The municipality surrenders self-reported administrative compliance.

* **Verification:** All funded stabilization units integrate GPS indexing and real-time port-level digital handshakes to verify continuous physical status. This verification operates under a strictly **bifurcated telemetry doctrine**: while physical occupancy verification is required for asset protection, billing telemetry remains opt-out protected via the Philanthropic Set-Aside.
* **The Ghost Variable Problem:** This cryptographic verification guarantees that public funds are not allocated to units that cannot be physically or functionally verified.

## 3. Surplus Real Estate Activation

The municipality relies on mechanical production logic rather than multi-year capital construction.

* **Property Occupancy:** The pilot authorizes the conversion of existing surplus real estate (e.g., high-vacancy commercial towers, dead malls) via master lease arrangements under the National Stability Utility.
* **Prohibited Actions:** Proposals relying on traditional, multi-year new construction pipelines violate the core logic of the architecture and will be disqualified.
* **Legal Pathway Caveat:** The 180-day by-right deployment timeline depends on AB 2011 (Gov. Code §§65912.100–140) authorization. AB 2011 contains two distinct site-eligibility pathways: Article 2 (§65912.110 et seq., general commercial sites) and Article 3 (§65912.120 et seq., commercial-corridor-specific sites). Which pathway, if either, extends to full high-rise office-tower adaptive reuse is a working assumption pending outside legal review, not yet confirmed against the bill text by counsel. SB 6 (Middle Class Housing Act of 2022) is a separate, unevaluated alternative by-right pathway. See Risk Register RK-15.

## 4. Capital Routing Isolation (The Tenancy Bridge)

The municipality demonstrates the physical capability to shield transition funding from general municipal sweep.

* **Revenue Streams:** Designated stabilization revenue (e.g., Medicaid waiver funding, CalAIM Housing Transition Navigation Services) routes linearly into the Tenancy Bridge Guarantee.
* **Capital Protection:** These funds remain legally isolated to underwrite external market-rate master leases for graduating residents without political interference.

## 5. Cooperative Sovereignty

The municipality recognizes the internal cooperative micro-economy as an autonomous governance zone.

* **Ostrom's Principles:** The internal economy is governed by Ostrom’s core design principles, granting residents democratic control over profit distribution and dispute resolution.
* **Administrative Immunity:** The cooperative remains shielded from external municipal micromanagement as long as verifiable performance metrics and civic stability are maintained.

## 6. Physical Plant and Staffing Baselines

The Dunbar Pod community ceiling is 150 individuals. This ceiling applies to the combined total of residents and permanent on-site staff. Staff members who work inside the building daily consume Dunbar cognitive slots identically to residents.

### 6.1 Minimum Staffing Derivation

A 24-hour, seven-day-a-week, year-round clinical and logistical facility demands 34 full-time equivalent workers at minimum.

| Role | Per Shift | Coverage | Multiplier | FTE |
|---|---|---|---|---|
| Registered Nurses | 2 | 24/7 | 4.2 | 8 |
| Security / Floor Monitors | 2 | 24/7 | 4.2 | 8 |
| Kitchen Workers | 2 | 24/7 | 4.2 | 8 |
| Facilities Workers | 1 | 24/7 | 4.2 | 4 |
| Physicians | 1 | Daytime + On-Call | 2.0 | 2 |
| Social Worker / Case Manager | 1 | Daytime | 1.0 | 1 |
| Intake Coordinator | 1 | Daytime | 1.0 | 1 |
| Building Supervisor | 1 | Daytime | 1.0 | 1 |
| Veterinary Technician | 1 | Daytime | 1.0 | 1 |
| **Total** | | | | **34** |

Subtracting 34 staff from the community ceiling of 150 produces the resident count: **116 residents per Dunbar Pod.**

### 6.2 Minimum Physical Plant

The minimum building footprint for a single Dunbar Pod is **85,000 gross square feet**, composed of 71,500 square feet of program space and 13,500 square feet of back-of-house infrastructure.

| Component | Function | Square Feet |
|---|---|---|
| Commercial Kitchen and Cold Storage | Cooking line, walk-in refrigerator, walk-in freezer, dry goods, dishwashing | 3,000 |
| Laundry Facility | Commercial washers and dryers processing linens and clothing for 116 residents | 1,500 |
| Mechanical / Electrical / HVAC Plant | Air handling, electrical switchgear, plumbing, backup generator | 4,000 |
| Staff Offices, Break Rooms, Lockers | Administrative workspace and rest areas for 34 workers | 3,000 |
| Loading Dock and Waste Handling | Food deliveries, medical supplies, laundry and waste outbound | 1,500 |
| Server Room and Communications Hub | Network infrastructure, building automation, data systems | 500 |
| **Total Back-of-House** | | **13,500** |

### 6.3 Multi-Pod Scaling Constraint

A vertical tower combining a maximum of **three Dunbar Pods** represents the economic optimum, and is the standardized configuration for the Singular Prototype (see `05_reference_models/CAPITAL.md`). Beyond three pods, preventing resident cross-contamination in elevators and intake airlocks becomes impossible to manage. Cognitive isolation between pods is non-negotiable: residents of one pod cannot share social space, dining facilities, or common areas with residents of another pod.

| Metric | Single Pod (unit economics) | Three-Pod Tower (Singular Prototype) |
|---|---|---|
| Total Residents | 116 | 348 |
| Variable Staff (Dedicated) | 19 FTE | 57 FTE (19 × 3) |
| Fixed Staff (Shared) | 15 FTE | 19 FTE |
| Total Staff | 34 FTE | 76 FTE |
| Gross Square Footage | 85,000 sq ft | 185,000 sq ft |
| Fixed Cost Amortization | Baseline | Optimized (see `05_reference_models/SCALING_MODEL.md` §2–3 for the role-by-role derivation) |

### 6.4 Mega-Tower Segregation Requirement

Deploying inside a commercial mega-tower (e.g., 2,000+ units) remains viable only through architectural segregation. The superstructure is severed into independent vertical pipelines, each containing a maximum of three pods. Each pipeline requires:

* **Independent Intake Airlock** with a separate street entrance
* **Dedicated elevator bank** serving only that pipeline's residential floors
* **Zero physical access** between sectors without exiting the building

A municipality proposing a mega-tower deployment without architectural segregation is mechanically disqualified.

## 7. The Seven Binary Verification Metrics

The Singular Prototype is governed by seven falsifiable thresholds gating network expansion. These metrics structurally map to the Pathways Housing First Fidelity Scale to ensure the architecture proves its compliance with rigorous clinical separation, harm reduction, and non-coercion.

1. **Intake Velocity:** Phase Zero biological stabilization achieved within 72 hours of street extraction.
2. **Clinical Separation (Fidelity Scale Alignment):** Housing retention is entirely decoupled from psychiatric or substance-use treatment compliance.
3. **Non-Coercion (Fidelity Scale Alignment):** Billing telemetry remains strictly voluntary, protected by the Philanthropic Set-Aside without loss of housing.
4. **Relational Integrity:** Dunbar Pods strictly enforce the 150 cognitive ceiling and 1:7 Pod Steward ratio.
5. **Capital Isolation:** The Tenancy Bridge Guarantee successfully shields 12 months of transition funding from municipal sweep.
6. **Arbitrage Validation:** The 365-day fully loaded per-resident cost proves the 42–52% arbitrage against the municipal baseline.
7. **Cryptographic Auditing:** Zero-knowledge physical occupancy sensors successfully eliminate the Ghost Asset Problem.
