# Assumptions Register

This register models the baseline dependencies required for the Material Dignity Infrastructure (MDI) to function. Assumptions are structural conditions treated as true for the purpose of architectural design. If any primary assumption is invalidated by field data, the interdependent Phase Zero clinical mechanics require immediate revision.

| ID | Assumption | Category | Dependent Component | Validation Method | Risk if Invalid |
|:---|:-----------|:---------|:--------------------|:------------------|:----------------|
| A-01 | Sufficient surplus commercial real estate exists in target metropolitan areas for adaptive reuse | Real Estate | MDI Tower Architecture; Surplus Real Estate Activation | Commercial vacancy rate analysis; broker market survey | Deployment timeline extends beyond 180 days; alternative site acquisition required |
| A-02 | Medicaid managed care plans will recognize homelessness as a qualifying condition for Enhanced Care Management | Fiscal | CalAIM billing architecture; Efficiency Surplus Model | DHCS policy guidance review; managed care plan contract verification | Revenue model collapses; alternative funding pathway required |
| A-03 | Federal Medicaid waiver (Section 1115) will be renewed beyond December 2026 | Fiscal | CalAIM billing; long-term fiscal sustainability | Federal waiver renewal tracking | Total CalAIM revenue stream eliminated; fiscal model requires restructuring |
| A-04 | Qualified Pod Steward candidates exist in sufficient numbers at proposed compensation levels | Staffing | RDI Production Conditions; 1:7 ratio | Recruitment pipeline analysis; labor market benchmarking | Pod Steward ratio cannot be maintained; RDI layer fails |
| A-05 | Residents will voluntarily participate in cooperative governance at sufficient rates | Behavioral | Cooperative Sovereignty; Ostrom's Principles | Pilot observation; participation rate tracking | Cooperative governance fails; external management required |
| A-06 | AB 2011 (Article 2, §65912.110 et seq.) or AB 2011 (Article 3, §65912.120 et seq.) by-right authorization will survive legal challenge, and at least one pathway extends to full high-rise office-tower adaptive reuse. | Legal | Surplus Real Estate Activation; deployment timeline | Legislative tracking; court ruling monitoring; outside counsel opinion letter determining which AB 2011 article, if either, the target building qualifies under, and whether SB 6 (Middle Class Housing Act of 2022) offers an untested alternative pathway (see RK-15). | Discretionary review reinstated; 18-36 month permitting delays |
| A-07 | Adaptive reuse construction costs remain below new construction baseline | Fiscal | Efficiency Surplus; deployment cost model | Per-unit cost tracking during pilot conversion | Cost advantage eliminated; fiscal model requires revision |
| A-08 | Average occupancy rate in converted towers will sustain ≥ 85% | Administrative | Efficiency Surplus; revenue model | Monthly occupancy audit | Revenue shortfall; operating deficit |
| A-09 | Dunbar-scale cohort sizing (groups of ~7) produces measurable relational stability | Behavioral | RDI Architecture; Pod design | Prototype measurement at 90, 180, 365 days | Cohort sizing requires empirical recalibration |
| A-10 | LPS Conservatorship pathway (WIC §5350) provides sufficient legal authority for the compelled care threshold | Legal | Phase Zero compelled pathway | Legal review; court petition outcomes | Compelled pathway unavailable; voluntary-only model required |
| A-11 | External labor market Return Deficit is bridgeable via cooperative wage rates | Economic | EDI Architecture; Tenancy Bridge Guarantee | Cooperative payroll vs. market wage tracking | EDI layer fails; alternative reintegration pathway required |
| A-12 | Dunbar cognitive limit of 150 applies to the combined total of permanent on-site staff and residents | Behavioral | Dunbar Pod sizing; staffing model; resident ceiling of 116 | Prototype social network analysis at 90, 180, 365 days | Community ceiling is incorrect; staffing and resident ratios require recalibration |
| A-13 | 4.2 FTE coverage multiplier accurately models 24/7 shift staffing after PTO, sick leave, and vacation | Staffing | Minimum staffing derivation; 34 FTE baseline | Payroll audit during pilot operations; shift vacancy tracking | Staffing baseline is understated; additional FTE required; budget increases |
| A-14 | Cognitive isolation between Dunbar Pods can be maintained through architectural separation of circulation infrastructure (elevators, airlocks, dining) | Architectural | Multi-pod scaling; three-pod maximum; mega-tower segregation | Resident interaction audits; cross-pod contact frequency measurement | Pod isolation fails; maximum pods per building decreases; scaling economics worsen |
| A-15 | The Philanthropic Set-Aside will be sufficiently capitalized to offset the revenue gap from residents who decline billing telemetry | Fiscal / Governance | Bifurcated Telemetry Doctrine; Zero-Knowledge Billing Firewall | Opt-out rate tracking vs. Set-Aside burn rate | Facility operates at a structural deficit, or violates the non-coercion metric by forcing evictions |
| A-16 | The $36.9M, three-pod Singular Prototype will achieve the fully loaded 42–52% ($24k–$29k) arbitrage against the $50k municipal baseline | Economic | Venture Capital Logic; Pilot Expansion | Independent financial review of 365-day operating data | The core economic argument for venture capital scaling is falsified |
