## Scope and Purpose

While the working papers establish the core theoretical foundation and the specification directories establish the physical gating criteria, the policy analysis documents provide applied commentary for public officials, urban planners, and policy researchers. Each analysis assesses external interventions across four structural criteria:

1. **Intake Mechanics:** Whether participation relies on legal coercion and police enforcement or voluntary uptake through guaranteed biological standards.
2. **Capital Sustainability:** Whether operations depend on discretionary tax allocations and expiring grants or self-funding balance-sheet mechanisms.
3. **Asset Permanence:** Whether shelter capacity exists as temporary leased space or permanent public infrastructure held in community trust.
4. **Social Architecture:** Whether resident stability is monitored through paternalistic surveillance or facilitated through autonomous, peer-governed cohorts.
