Authority model
Technical core and executive administration remain separate.
The Principal Systems Architect retains technical authority over the engineering core, working papers, and falsifiable clauses. The Executive Director is the sole public-facing legal and administrative entity, responsible for capital, partnerships, and pilot operations; the office is currently vacant or interim.

Resident protections
Housing is separated from treatment compliance.
Placement is immediate. The local operator cannot evict a resident for refusing therapeutic intervention or failing a sobriety screen. The updated governance document limits eviction to verified physical assault or kinetic destruction of capital property.
Hold boundary: Facility staff possess no authority to initiate a hold. In California, the document points to WIC §5150 as the applicable short-term emergency hold mechanism and specifies a mechanical return to voluntary liberty at hour 73.

The specification is engineered exclusively for chronic, high-acuity unsheltered homelessness. It explicitly excludes economically displaced people whose primary barrier is rent burden or job loss; the repository directs that population toward rapid rehousing or rental vouchers.
