Falsifiability Mandate

Every claim must define the exact mathematical conditions of its own failure. This prevents the framework from surviving through definition-shifting and political rebranding.

Measurement Independence

Verification methods are specified in advance and must be independent of internal administrative reporting. Third-party evaluation ensures objectivity.

Timing Precision

Validation windows are fixed and non-negotiable. Metrics are measured at specific intervals (90 days, 180 days, 365 days) to ensure consistent evaluation.

Hard Failure States

Failure conditions are explicit and quantified. There is no ambiguity about whether the framework has succeeded or failed at each measurement window.
