Venture capital is treated as a test instrument, not a substitute for evidence.

The new Venture Capital document frames private capital as a high-risk injection that must be mechanically audited through physical telemetry and independent financial review before scale is authorized.

Repository stance

Open-source publication allows cities, nonprofits, hospitals, and specialized operators to contribute without any one institution owning the entire system. Logistical changes may be proposed; the biological baseline is not negotiable.
