The updated repository separates safety-critical monitoring from billing-linked occupancy telemetry. The distinction is architectural: protecting the building is not the same as conditioning housing on a resident's participation in a funding mechanism.

Safety-critical monitoring

Fire detection, catastrophic water pressure events, structural vibration anomalies, and related signals protect the physical asset. The specification describes this layer as a condition of occupancy comparable to ordinary building safety systems.

Billing telemetry

Occupancy and billing telemetry authenticates biological presence for Medicaid/CalAIM capital. It is placed behind a Zero-Knowledge Billing Firewall and is not the same as optical surveillance.

Scope restriction

Designed for chronic, high-acuity unsheltered homelessness.

The governance and capital documents explicitly state that the mega-tower stabilization architecture is not designed for economically displaced people whose primary barrier is rent burden or job loss. That population requires rapid rehousing or rental vouchers.

This boundary is part of the specification's attempt to prevent application beyond the evidentiary foundation it claims to address.
