The Singular Prototype baseline.
The latest specification adds explicit staffing, floor-area, segregation, legal-pathway, and seven-metric requirements to the pilot gate.
Non-negotiable sequence
Immediate placement, then in-situ stabilization.
Housing placement is immediate. A resident receives a locked Asset-Limited Modular Unit through the Ground Floor Airlock; clinical stabilization and social services occur in situ behind the door. The specification prohibits mandatory employment exposure before biological and relational preconditions are established.
Legal pathway caveat: The 180-day by-right deployment timeline depends on AB 2011 (Gov. Code §§65912.100–140). The repository identifies separate Article 2 and Article 3 site-eligibility pathways and states that their application to full high-rise office-tower adaptive reuse remains a working assumption pending outside legal review. SB 6 is a separate, unevaluated alternative pathway.

Physical plant and staffing
One pod is 116 residents plus 34 permanent staff.
The Dunbar community ceiling is 150 individuals, counting residents and permanent on-site staff together. The current derivation produces a 34-FTE staffing baseline and 116 residents per pod.

Minimum physical plant
The single-pod baseline is 85,000 gross square feet: 71,500 square feet of program space plus 13,500 square feet of back-of-house infrastructure.
- Commercial kitchen and cold storage: 3,000 sq ft
- Laundry facility: 1,500 sq ft
- Mechanical / electrical / HVAC plant: 4,000 sq ft
- Staff offices, break rooms, lockers: 3,000 sq ft
- Loading dock and waste handling: 1,500 sq ft
- Server room and communications hub: 500 sq ft
Scaling constraint
Three pods is the standardized prototype configuration.
Beyond three pods, the specification states that resident cross-contamination in elevators and intake airlocks becomes impossible to manage. Each pod must remain cognitively and physically segregated.

Mega-tower rule: Any larger deployment requires independent vertical pipelines, separate street entrances and intake airlocks, dedicated elevator banks, and zero physical access between sectors without exiting the building.

Expansion is gated by seven tests.
- Intake velocity: 72-hour biological stabilization.
- Clinical separation: Housing retention decoupled from treatment compliance.
- Non-coercion: Billing telemetry protected by the Philanthropic Set-Aside.
- Relational integrity: 150-person ceiling and 1:7 Pod Steward ratio.
- Capital isolation: 12 months of Tenancy Bridge funding shielded from municipal sweep.
- Arbitrage validation: 42–52% fully loaded cost bound against the municipal baseline.
- Cryptographic auditing: Physical occupancy verification eliminates ghost variables.
